COALITION PRESENTATION TO THE BOARD OF SUPERVISORS
On October 10, 2006 the Mono County Board of Supervisors held an adjourned meeting at the June Lake Community Center to a “packed house”. The purpose of the meeting was to receive the Coalition’s report and recommendations regarding future development in June Lake. See details at www.monocounty.ca.gov/junelake.
To open the meeting County staff presented background and clarifying information about the June Lake Area Plan, the CEQA and Specific Plan Process as well as the Coalition format and final outcome. Each Coalition participant made a five-minute presentation to the Board detailing their vote and reasons for their value choices. The public also had an opportunity to speak and air their issues. The Board expressed their gratitude to the Coalition and the Community for their sense of commitment and their fine work in identifying and presenting the issues.
The Board made the following motions:
Motion--
1) That the Board agrees to uphold the June Lake Area Plan and the Coalition’s recommendations, with great consideration and forethought given to future water users and environmental protections.
2) That the Board, Staff and CAO give transient occupancy beds and affordable housing the highest priority when considering proposed development in June Lake and discourage proposals for development that do not meet the needs of the community.
3) Direct Staff to seek grants for and determine the cost of a county sponsored specific plan for the Rodeo Grounds that reflects the communities values and preserves the economic vitality of the community and June Mountain.
4) Investigate adoption of land-use regulations that establish minimum density and/or priority use on all land left available for development in June Lake.

These final motions by the Board have become the first concrete steps in beginning the Specific Plan Process for the future development of the Rodeo Grounds.
POSSIBLE GRANT PROGRAMS
The June Lake Economic Development Corporation in conjunction with Mono County is working to seek public grant monies to help fund (1) Infrastructure and (2) Affordable Housing.
The first grant would assist the June Lake Public Utility District, the ultimate developer and the County to ensure adequate water availability and to tie existing and future water systems together for the benefit of the entire community, as the development is phased.
Affordable Housing grants would be utilized to facilitate work-force and community housing.
OH! CARD PROGRAM UNDERWAY
The June Lake Economic Development Corporation in conjunction with the June Lake Chamber of Commerce and June Mountain have developed a new marketing program that will start this winter. The OH! Card is designed to promote mid-week business for the June Lake Community and June Mountain. This effort has been a direct response to the threatened mid-week ski area closure. With more than 37 businesses participating and 17 sponsors donating a total of $29,400.00 for production and promotion everybody expects this promotion to be a huge success. The OH! card will be given out with the purchase of lift tickets at June Mountain this year and will be good for many mid-week discounts. It should go a long ways towards helping June Mountain’s mid-week business to become more stable. This has been a huge project and a time consuming volunteer effort. We thank those who have made it come to life!
INTRAWEST UPDATE
Intrawest was purchased by Fortress Investment, a private equity fund, on October 27. According to Intrawest executives, day-to-day operations are not expected to significantly change. The new privately held Intrawest will no longer have to answer to stockholders and should have more access to capital. It is reported that “they will be actively seeking new resorts.” This appears to be good news for June Mountain and the Rodeo Grounds development. Intrawest continues to hold a 15% interest in Mammoth and June Mountains.
JUNE LAKE WATER FACTS
Water use –
1. Resident and non-resident single family homes use approximately twice the water as a hotel or condo unit. Average monthly gallons per month from Ecologic water study:
Hotel/Condo- 3,131gpm Non-resident SFR- 5,331gpm Resident SFR- 10,208 gpm Multi family residential (community housing)- 3,400 gpm
2. Water for irrigation in June Lake (5 month season) can equal 50% to 75% of a household’s total annual usage. With better irrigation management procedures each of us could cut water usage significantly.
3. The Village water system used a 12 year average of 55.48 million gallons per year thru 2004 (ecologic, technical memo # 2 June 2006). According to Mindy Pohlmen, JLPUD manager, since installation of meters in half of the village system that started in 2004 we have cut water consumption by 9 million gallons per year from that figure to 46 million gallons per year.
4. The Down canyon water system used a 12 year average of 67.53 million gallons per year and water meters are being installed in that system as well.
MORE WATER FACTS:
The Ecologic water study (June 2006) projects that the Rodeo ground development could use up to 33.37 million gallons per year. This figure changes with type and number of total proposed units.
Intrawest's test well drilling program found water on site at the Rodeo grounds property! Two newly drilled wells found significant water resources. Further study is underway. We will continue to update you on all pertinent development information as it develops.
